  1. TOP-6.8.2-15-ST1-2016-00001 Employment Cooperation in Salgótarján

 

The Employment Pact provides resources for employers in order to meet their workforce needs and for jobseekers to find their job.

At the head of each project there is a pact office, which is responsible for

  • managing the project,
  • ensuring co-operation among the actors of the project,
  • gathering, coordinating and forwarding the employer’s needs to the Government Office granting subsidies,
  • providing appropriate information, as well.

 

The target groups of the TOP are jobseeker disadvantaged persons, inactive persons and workers in publicly subsidized employment (in other words: public utility workers). The following groups are considered disadvantaged from the point of view of the program (the order in the list below does not mean a priority order of the groups)

1.)  persons having low-school qualification (at most primary education);

2.)  graduate jobseekers aged under 30 years old,

3.)  persons aged over 50 years old,

4.) persons returned from GYES / GYED leave (period of Childcare Allowance / Child Care Fee disbursements) or fell out from nursing fee allowance, adult single parents bringing up at least one child,

5.) those who receive allowances in view of substituting their employment (i.e. their wage)

6) those who are endangered by long-term unemployment,

7.) persons with changed (decreased) working capacity,

8.) workers in publicly subsidized employment (i.e. public utility workers),

9.) inactive persons whose registration as a job seeker is necessary from the point of view of their eligibility for supports.

 

In the case of the employment of persons having low-school qualification (1st group), persons aged over 50 years old (3rd group), persons with changed (decreased) working capacity (7th group) who are jobseekers and concerning workers in publicly subsidized employment (8th group) the supporting conditions are as follows:

 

In the case of wage cost support, the duration of granting is 6 months (maximum 6 + 3 months), its size: 100% of the gross wage + related social contribution tax. Further employment of a given target group should be ensured at least for the duration which is equal to the half of the subsidised period. This aid can be granted as “de minimis” aid*.

 

If the employed persons belong to the 2nd, 4th, 5th, 6th target groups, the supporting conditions are as follows:

In the case of wage cost support, the duration of granting is 6 months (maximum 6 + 3 months), its size: 70% of the gross wage + related social contribution tax. Further employment of a given target group should be ensured at least for the duration which is equal to the half of the subsidised period. This aid can be granted as “de minimis” aid*.

 

In the case of the employment of participants in the training programs supported by the TOP Employment Pact, wage cost support can be requested for the purpose of acquiring work experience – the duration of this granting is maximum 90 days, its size: 100% of the gross wage + related social contribution tax. In that way, employers can learn about their prospective employees’ ability to work, and employees can test themselves under real working conditions.

This aid can be granted as “de minimis” aid*.

 

* De minimis aid : „de minimis” is a Latin expression meaning “about minimal things”, so it is about a “fringe benefit” (i.e. small amount of support).

  1. According to the Decision 154/2017. (VIII.29.) of the General Assembly of Salgótarján City with County Rights, which is entitled “Local Governmental Support for Micro and Small Businesses”:

The Municipality considers the development and support of local micro and small businesses (hereinafter: MSB) an important objective. The Municipality would like to realize this by means of the Microcredit Program managed by the Hungarian Foundation for Enterprise Development (and its national network), while engaging in the program. Within this framework, the Municipality concluded a cooperation agreement with the Regional Enterprise Development Foundation of Nógrád County (hereinafter: Foundation).

 

The purpose of the application:  Providing the opportunity of taking advantage of interest-free credits for those MSB-s that utilize the available credit construction specified in the product information of the Microcredit Program. Within the framework of the given credit construction, the Municipality would be the provider of this opportunity through fulfilling the liability of interest payment, i.e. the Municipality would pay the credit interests to the Foundation instead of the borrower MSB-s.

 

Size of the support:

The aid is equivalent to the 3.9% interest related to the loan, i.e. this is the 100% of the credit interest incurring in the course of the whole loan period. With regard to the annual HUF 50,000,000 foundation credit line, the available municipal fund for interest support amounts to HUF 1,950,000 per year. Taking into account the foundation credit line of maximum HUF 10,000,000, which can be obtained by an applicant, the municipal interest support, which can be available per applicant, amounts to maximum HUF 390,000.

 

Submission place of the application:

The application could be submitted exclusively in person to the Mayor of Salgótarján City with County Rights, in the office No. 113 of the Mayor’s Office. The Municipality issues a certificate on the receipt and the date of receipt of the application.
